Mr. Kai worked as a public prosecutor for 17 years and conducted criminal investigations and trials in various criminal cases including white-collar crimes. He was seconded to government ministries such as the Criminal Affairs Bureau of the Ministry of Justice, the Financial Services Agency and the Cabinet Legislative Bureau, and had experience in enacting legislation and taking administrative actions.
